Commissioner Justin Vaughn knew she was coming as his officers practically fought over which one of them got to make the radio call to dispatch, but such knowledge didn't dampen the impact of the moment his eyes met her in the middle of the lobby.
The overwhelming flood of emotions came flowing out of them uncontrollably and even the girls behind the reception desk got misty-eyed watching their reunion unfolding. It was hard to tell if Candi, Jade, Laxana, or Nora who was standing by the stairs on the second floor was balling their eyes out the hardest.
