These were territories directly controlled by two empires, with empires orchestrating behind the scenes.
Fang Hao responded directly, "Firstly, this location lies beyond the borders delineated by the Sea Alliance and does not fall under your domain. Secondly, we on Jade Island have not declared an affiliation with the Sea Alliance."
From a rules perspective, there was indeed no issue. However, the location was rather sensitive.
