If any other commander dared to make such a proposal, they better not leave their homes, lest they be beaten black and blue without knowing who did it.
Especially the phrase "enlist all of...", it was like piercing the heavens. Should the plan pass, it would mean that even powerful Eighth-order Magicians would have to join the construction crew at the frontline.
