After all, during the previous Unification War, the sides were evenly matched until Arasaka intervened to give both parties a way out, and only then did New America and the Free State sign a treaty. However, the Free State had joined New America in name only and had not truly recognized the new nation.
For President Myers, if she could secure D's recognition, then as a religious state, it would be equivalent to receiving God's recognition. New America's comprehensive reunification would then pose no issue.
