Well, this was indeed a true statement, although it wasn't very applicable to Di Tou's situation.
The Heavens did have 'eyes' and could observe everything that was going on in the world of cultivation, and it would 'reward' those who had struggled through countless tribulations with opportunities. But this wasn't the case for Di Tou, as a Void Returning Stage cultivator, he had broken away from Heaven's purview, not to mention the fact that he was currently in the Shattered Moon World which, even if it did have a Heavens was a different Heavens from that of the world of cultivation, and looking at the condition of the Shattered Moon World, it should be long gone.
