Dungeon lords were unable to build just anything they wanted. So Shu had a limited amount of quota for things that he was able to create in this dungeon of his. The quota was actually quite generous but the pool of revival alone had eaten away most of his available quota and that was also the reason why this dungeon was so sad and empty.
There were ways for a dungeon lord to earn extra points which could be used to buy extra quota but for that the dungeon needed to have intruders. But as this dungeon was located in an area that no one knew about, Shu had no intruders and thus no ways to earn extra points.
