Players only wanted to use Word Symbols, not to exert Rule Powers as if they were a real Genesis Strange Story.
Those with Genesis Level Abilities among the Founding Seats had to painstakingly comb through their power because it was very likely mixed with other erratic forces. They needed to pick it out completely; only by harnessing the Rule Power separately could they extract and form Word Symbols.
Take Li Huazhao, for instance, his Ability was reaction speed, but this was just a minor part included in "Arms Proficiency," which also encapsulated other Abilities like "overall physical prowess +9," "Cold Weapon Proficiency," and "the pinnacle of dagger techniques."
To use the Reaction Speed Rule separately, he had to temporarily abandon the other three Abilities and return to the origin to use the Word Symbol.
For Hunters, this was too difficult; hence it was only theoretically possible, and in practice, almost out of consideration.
