To take the simplest example of a residential application, newcomers to the Empire might find themselves running back and forth three or four times. The reasons might be as trivial as using the wrong format for writing (the Empire mandates the use of Gothic script for forms), the signature being too faint to recognize, private seals or signatures not placed in the designated blanks, or using the wrong color of ink for the stamp (blue for administrative departments, red for military and police, green for civil affairs, with even more detailed color distinctions for lower-level units)... and so on.
