In the eyes of others, the imperial fourth-class citizens might indeed seem insane, contentedly living under an imperial racial policy akin to India's caste system. Even when considering the rights and duties that the law grants to fourth-class citizens, who are still ranked above Shudras (craftsmen, peasants) and Dalits (untouchables), and in some aspects, on par with or higher than Vaishyas (merchants), this does not change the fact that they are essentially human livestock bred by the Empire.
