With their strength, even if they couldn't destroy the entire fortress, causing chaos was certainly feasible. Perhaps, they could even make the decaying fortress completely collapse.

Many of the less critical areas have numerous loopholes, and the Photon Elf was able to obtain some intelligence from them, although it couldn't take control."
Indeed, these weren't exactly loopholes but more due to the inherent limitations of the Photon Elf. Once the electronic devices exceed their level, the Photon Elf couldn't handle them and couldn't infiltrate at all.
