We have three rules of the air as laid down by Gloptra for dragon riders. First is to take bond, second is to take mount, and the third is to take flight. It is in the first and third rule of the air, that both dragon and rider relish in their unique powers. Any power outside of this bond is nothing but witchdom.

"What is the first thing you do when you see a witch of the vale?" The Primarch asked in the manner he usually did whenever he summoned Xander. It was always a quiz, and Xander passed every single time.
"Assess the witch and know if he possesses a threat, or if he has come to surrender." Xander answers him and then adds, "after all, it is something absolutely abnormal for a rider to see a witch of the vale in Dragonia." He finished, observing his uncle pacing around in his vast office. His steps weren't impatient—just leisurely strutting about the room.
