With the population increase as a result of the incoming soldiers and future sailors, the city's food stores will need to grow in reaction to the expected crop yield growth thanks to the systems assistance and the bonus given by the Civil Service Tech.


So Julius placed a series of Granarys around the city so that proper food storage could be performed allowing for a safe place to keep the city's valuable food stuffs, and different from all the other buildings this one utilized his Engineering tech by having storage up to 4 stories underground, the deep you go the colder it would be so acting like a natural refrigerator in a sense allowing for meats to be stored up for longer.
