That being said, every artifact is unique. To forge one requires not just strength, but also a stroke of fate.
Even the Goddess of Strategy cannot casually create a Path of War, for without a vessel of divine nature force, using the same method would only produce the most ordinary items. They lack the resonance and harmony that the Goddess of Strategy feels with the world when she comprehends the knowledge carried by those texts. Unless there is a book that impacts her just as powerfully, even a successful creation wouldn't be a Path of War, but an artifact with some other special ability.
