Unlike the official control over the Extraordinary Forces by the three countries of East Asia, the British officials themselves did not implement a native registration system for wizards. It was only on a whim that the Queen established the "Royal Wizard Association," digging up about a dozen rather powerful civilian wizards to appoint as "Court Wizards" to serve as a facade.
Among the many wizards, the most senior naturally was one of the Three Birds, "Thorny Bird" Roger, who had not long ago announced his contract termination with the Miti Superhero Alliance to return to his homeland and swear allegiance under the Queen's banner. In his younger years, his family was quite wealthy; he worked as a trader in a securities company within "the Square Mile," thus his lifestyle bore the refinement and meticulousness of the upper class.
