Even from a legal standpoint, the Treasury Department is, in theory, the supervisory department over the Internal Revenue Service.
Because theoretically, all the tax revenue collected by the IRS must be approved by the Treasury Department before it can be allocated to the various departments or spent on various welfare benefits such as education and healthcare.
However, that was only in theory.
In reality, the IRS had a great deal of control over the funds that were collected.
The logic was simple, the Treasury Department was only responsible for the distribution of national financial funds, but it had no authority to investigate the tax revenue of the IRS.
