Empire, twenty Miracles can be called an Empire.
With Azure's three and Brilliant's four, the two Sea Kings, my senior sister, Ali, Lyon, Clearspring, plus Bailuo, that's already fourteen people.
So we're six short, just need to find six more Masters of Miracles, and they could establish a new Empire.
If possible, Bailuo is not too keen on exposing the Miracles he currently possesses, after all, he's put out too many Miracles.
If the Kings find out that Bailuo has the ability to find Miracles on his own, his existence will become a loophole in the Miracle World system.
After all, if one person can collect Miracles indefinitely, what's the need for other Masters of Miracles? One person could build an Empire, or even two or three Empires, with absolutely no internal conflicts.
This could almost be described as a sure win situation, as long as time is enough, Bailuo alone could monopolize all the Masters of Miracles.
