After a while, all the paperwork was done, making everything official. The Daimyō left for the Land of Fire.
Now, in the Hokage office, Hashirama and Madara sat alone. Madara looked at Hashirama and spoke.
"Hashirama, I think… Since the Daimyō asked for shinobi to guard the Land of Fire, those shinobi shouldn't be from our clans."
Hashirama frowned. "Why? What's worrying you, Madara?"
Madara sighed and leaned back in his chair. "You know how special the Sharingan is. If it falls into the wrong hands, it could be dangerous. Some people have bad intentions. It could cause a huge problem."
Hashirama nodded. He understood. Thanks to his Sage Mode and Wood Style, he could fight on equal ground with Madara. But if he didn't have those abilities, he knew just how terrifying the Sharingan truly was.
Madara continued, "And if we send Senju clan members, the Daimyō could use tricks to make it seem like they died. Even though he's under Genjutsu and can't harm Konoha directly, he could still use them to spread the Senju influence across the Land of Fire."
Hashirama's expression turned serious. "So, who do you think we should send?"
Madara crossed his arms. "Many ninja and clans have recently joined our village, like the Shimura and Sarutobi clans. We can pick some from them. Maybe twelve or ten shinobi. They will guard the Daimyō and protect the borders."
Hashirama thought about it. "That makes sense. The Daimyō will feel safe knowing the shinobi come from Konoha, and it will keep things stable."
Madara nodded. "Exactly. It's the best way to handle this."
Hashirama agreed, but he couldn't help but frown. He and Madara had placed the Daimyō under Genjutsu, but the Daimyō's other guards would still be watching closely. If they noticed something strange, they might become suspicious.
Hashirama looked at Madara and asked, "Then who should we send? At what level? Chunin? Jonin? We can't send Genin, you know. High Chunin? Low Jonin? Or should we send a Kage-level shinobi?"
Madara looked at Hashirama and said, "Listen, if we send our ninjas there, two things will happen. First, it will increase our village's reputation. Second, they won't betray us in the future. Even if the Daimyō is under Genjutsu, his ministers are not. If they try anything, I will use Genjutsu on them too."
Hashirama nodded. "That makes sense."
"As for the shinobi level," Madara continued, "I think we should send six Jonin and Six Elite jonin . That should be enough."
"Yeah, you're right. I was thinking the same," Hashirama agreed. "In this world, no one sends Kage-level shinobi to assassinate or kill a Daimyō. That's the law between Daimyō. No matter how strong they are, assassination of a Daimyō is forbidden. Both ninja and Daimyō agree on this because they are the rulers of the land."
Madara added, "And if we send twelve Jonin—six elite Jonin and six normal Jonin—that should be enough to handle any ninja below Kage-level. They could even take down a low-level Kage if needed."
Madara, wearing his Hokage hat, looked at Hashirama, who also had his hat on.
"Then it's decided," Madara said. "We will arrange the candidates from the Sarutobi and Shimura clans. But first, we need to negotiate with them."
Hashirama nodded and used his seal to alert Tobirama, while Madara did the same for Izuna.
Knock, knock.
"Come in," Hashirama and Madara said together.
Tobirama and Izuna entered. "Brother, you called us?" they asked.
"Yes," Hashirama said. "Tobirama, Izuna, we need you to gather six elite Jonin and six Jonin from the Sarutobi and Shimura clans. And check carefully—make sure none of them have hidden motives or could betray us in the future," Madara added.
"Yes, and if needed, use Yamanaka clan members to investigate their minds,"Said Hashirama
As Madara continued. "Be strict, even if it's risky. If anything goes wrong, Konoha's reputation could suffer. And that could harm our economy."
Of course, Madara knew this wouldn't happen since the Daimyō was under Genjutsu, but he had to make it sound real.
Madara signed the task, and Hashirama confirmed it with his seal.
Then Madara thought, It's better if Hashirama handles the negotiations with the Sarutobi and Shimura clans. After all, Madara wasn't the best at talking to people—or tolerating nonsense.
Hashirama understood what Madara was thinking and nodded. "Yes, I'll go and talk to them." He knew Madara had a good heart, but diplomacy wasn't his strong point.
"Yes, Hokage-sama," said both Tobirama and Izuna. They bowed and left the Hokage office.
As they left, Hashirama turned to Madara. "Alright, Madara. I'm heading to meet the Sarutobi and Shimura clans."
Madara nodded.
With a flicker, Hashirama disappeared from the office.
Now alone, Madara stood up and looked around.
"It feels like a dream," he muttered to himself. "I actually became Hokage… with my best friend… in the village we built together."
Madara chuckled to himself.
