Even if certain materials were suddenly banned from export, the authorities would notify us in advance, allowing for a sufficient buffer period. During this period, it was possible to stockpile goods or find other more capable suppliers to resolve the issue without causing severe disruption.
However, this time there was no notification at all, and the two types of raw materials that the group most urgently needed were outright banned. Furthermore, there wasn't even a buffer period. This meant that aside from the three ships worth of steel and cement already shipped and en route, they could not obtain any more materials until Huaxia lifted the export ban.
