"YOU! You are the nine-tailed fox, sealed away by our beloved fourth Hokage. He weakened you by placing you in a human body so we could finish you. But you manipulated the blasted third Hokage with your illusions and forbade anyone from hurting you. But tonight! I'll finish what the fourth started."
He was throwing his last fuma shuriken at Natsumi, who stood shocked still at the revelation. Iruka was about to take the blow for her when Naruto intercepted it again. "That's enough from you it seems you know nothing about fuinjutsu or had trust in your beloved Fourth Hokage skill but I can see you are set in your ways so I'll end this" his voice carried anger as a red chain appeared and pierced through Mizukis stomach as naruto pulled him towards himself and knocking him out as the chain disappeared and clapping his hands. "Now I believe introductions are in order," Naruto smiled, but noticed their shocked looks. "Maybe we should take you to the hospital instead," he offered.
Once at the hospital, ANBU escorted them back to the Hokage tower with Natsumi returning the scroll. Natsumi was nervous and angry, but the newcomer drew the most attention. He had a horrified expression. "Can I help you, young man?" the third asked. "Saru-chan, why are you so old?" the young man asked. The anbu choked on a laugh, while Natsumi burst out laughing, and Hiruzen was ticked at the nickname, but before he could refute it, he thought. "Saru-chan? I was called that by only two people, Tobirama-sensei and his s-"
"No, it couldn't be possible, Naruto-kun?" the professor proclaimed. Naruto smiled, "Well, it seems that brain of yours still works." Naruto was stopped by Natsumi interrupted them. "Wait, old man. How do you know uh... Naruto?" she questioned at the end, receiving a nod. Hiruzen sighed and lit his pipe. "A long time ago, while I was on a team under the first and second Hokage, what no one knows, more like doesn't remember, was that Lord Tobirama had a son. Naruto-kun here. He disappeared after His father took over the Hokage seat. In a few words, he was skilled, taught from a young age, and taken on missions with his father. He was deployed during the first war to protect a border, but disappeared after a battle where they were outnumbered and outflanked by two armies fighting. After that, Tobirama-sensei shrank into himself before getting his luster back, saying he was still alive a year and a half later. I'm going to be honest, how did you survive? In fact, how are you the same age?"
Naruto smiled through the explanations and became downcast about what happened with his father but set on a small smile "I was on my way back using a space-time ninjutsu of my creation but one of the shinobi who wasn't dead yet managed to put me on a genjutsu and the Jutsu went wrong sending me to another time" he explained. Hiruzen sat back in thought. "You know what needs to happen now," Naruto said. Hiruzen looked confused at him. "For all my skill, I never really finished the shinobi academy, and now this one," he pointed to Natsumi. "She also made genin, so I suggest we be put together on a team." Hiruzen said, "Give me a reason why she should stay a genin."
"From what I gathered, the guy I trapped sabotaged her grades to get her so desperate that she would do anything he wanted to gain recognition so go through the test and I'll tell you when this could have happened," Naruto said immediately for the next few minutes Hiruzen went over the test.
His first words were "What? The. Fuck. How is the written part of the exam 50% of the overall grade? How does the entire graduation come down to three jutsus? It's your fault that she failed three times if you can't remember Uzumaki were related to the Senju giving them high chakra reserves you add the nine tails to that equation with little to no chakra control it's like you are asking to drain the ocean with a fucking straw. You're training nearly trained tour guides, then shinobi. You are taking kids, giving them the minimum amount of training, and launching them into the world who the hell is in charge of the curriculum" Naruto was now officially pissed and Hiruzen was feeling it full front as he was lectured like an academy student.
"The Council is," weakly said the Third Hokage. "Why? Why are civilians dealing with shinobi matters? Of a NINJA academy, What were you thinking?" Naruto with a scandalized look said. The Third Hokage looked down in shame as it was true "After the nine-tails attack, they took advantage of my reinstatement after the Fourth Hokage's death and being swarmed with paperwork to pass laws giving them more power, It was too late when I found out" the Third Hokage said.
Giving him a good, long look, "Repeal them, out of anyone you should know the council can't pass laws without the Hokage's approval. Your word is law. They are only there to advise you, not rule over you or beside you. It's apparent you've grown soft over the years." Naruto finished. Hiruzen just looked at him for a second before he slammed his head on the desk. "ANBU!" he called, his head still firmly planted on the desk. "Call the council, tell them they have ten minutes or they are off the council," the Anbu saluted before disappearing.
10 minuteslater, the council meeting room
The room was lively with the chatter of the councilors wearing various sleepwear due to how late it was and how fast they were called. The Hokage came through his pipe light and a fire in his eyes. He ignored everyone until he sat on his chair. Once settled, he silenced everyone with a burst of chakra as he put down his pipe. When he was certain everyone was settled, he opened the floor.
"Excuse me, Hiruze-" Homura was silenced when he felt the burst of KI. "That's Hokage-sama to you, understand?" Hiruzen said. "Excuse me, Hokage-sama, but why have you called us here?" Homura asked. Leaning back on his chair with a smile that just promised pain, "I'm glad you asked. It's come to my attention that some people have been abusing their powers. And so, I came to rectify that mistake. From now on, all the power that the civilian council has stolen from me over the last 12 years with laws is null and void, with both the civilian and elder councils returning to their positions as advisors, losing all power. I need to sign it to approve. They will also have no votes in shinobi matters or command over shinobi. Everything that deals with shinobi is not to be influenced by civilians," the third Hokage said in absolute authority.
This caused a huge uproar. There were various shouts and obscenities thrown across the room. Hiruzen watched the room devolve into near pandemonium. Until finally getting annoyed, he blasted his KI again, silencing everyone. "Hokage-sama, you can't do that. Who told you such lies?" shouted Koharu. Chuckling, "Of course I can. The only person who has greater power than I is the fire daimyo. And as for who reminded me of that fact, well, I think he wants to introduce himself." Sarutobi said.
As soon as those words were heard, the doors opened, and Naruto stepped in with Natsumi clinging to his arm like a lifeline. She was always fearful of the council because of their constant attempts to kill her or imprison her. "Who do you think you are? You should know your place! And why is that bitch on your arm?" a pinked haired woman councilor shouted. Naruto stared impassively. " Huh, don't you say something, Miss Howler monkeys," Naruto said.
On another side of Konoha, a silver-haired man suddenly raised his fist in triumph, thinking he had a little protege in the new generation, while another cursed their hip and cool attitude.
Tsume had to bite her fist to keep from bursting out laughing. The other clan heads either chuckled or tried their best not to. The pink-haired woman went red in the face and was about to screech at him when everyone felt the Hokage's KI. "It's my pleasure to introduce Senju Naruto." The lone sentence silenced everyone. An actual Senju was here. Better yet, he was young and impressionable. This was their chance to get higher in life and climb the social ladder. All they had to do was get one of their daughters to marry him. This was the thought of all civilians Hiruzen saw their looks 'Poor fools they are in for a shit storm even though I am not out of this oh I just hope I can survive it' Hiruzen couldn't help but think his eyes ever so slightly flickering to Naruto.
"If what you said is true" a man with one arm and one eye wrapped in bandages like a mummy with black shaggy hair "Then I propose that he be placed in the CRA (Clan Restoration Act). All for it?" he raised his hand as did everyone expect for the third Hokage. " Motion passed. Now onto who he will be paired with-" The man was cut off when he felt the third KI again. "Do I have to keep doing this? Huh? Because let me tell you, it's not easy when I keep getting ignored every five seconds. Are you done? No? Too bad. If I remember correctly, Tsunade left me in charge of all Senju-related affairs. So the decision isn't up to you. And I've decided to let young Naruto-kun," Hiruzen said.
Everyone was shocked to see his outburst and deny them such a thing. Didn't he realize they needed more? Senju Konoha lost most of its power with the loss of the Senju and now the Uchiha clan. As Naruto clapped, getting everyone's attention, "Well said," he said. "Senju-sama, please consider entering with the loss of the Uchiha clan recently. It makes you the primary candidate to bring us back to our glory. There needs to be more Senju. Besides, you shouldn't be hanging with that... that... thing, it's unbecoming of you. Surely you know what she holds."
Natsumi looked downtrodden at the possibility of losing him. "I know," Naruto said, "And I don't care. It seems like intelligence levels are at an all-time low. You all talk about how much you trust your beloved Fourth Hokage, yet don't trust his sealing abilities. Do you guys feel the oppressive feeling? See a giant fox? I'll tell you something, if it were the fox here, there would be nothing stopping him from destroying the village, or enduring everything she has. Hashirama-sama and Tobirama-sama would be rolling in their graves seeing what the village has become. After all, they created the village to protect kids from seeing the dark truth too early and what happens is you ignore it and hurt a little girl," once Naruto said this all the clan heads looked down in guilt true they never actively attacked her but they never actively helped her either on the other hand the civilians were seething but held back comments to not ruin chances for their respective daughters.
"As for the CRA, I will be submitting myself under two conditions for two reasons, one is my bloodline I awakened, making it nearly impossible to escape it, and secondly, knowing that my clan is mostly gone," Naruto said. "What are your conditions, Naruto-kun?" the third asked. "I'll be the one choosing my wives with whom I see myself falling in love, and I'll have children when I want, meaning the council will not intervene or coerce me or anyone in my future fiances." Naruto's voice rang as the civilians looked shocked while the clan heads nodded in approval, thinking he wouldn't be manipulated so easily.
"I agree now the clan heads may raise their hands to vote in favor" Sarutobis voice rang out without objection all clan heads agreed. "congratulations Naruto-Kun you have been submitted to the CRA I will be proceeding to return you the Senju seat and all assets under your clan name so come back to my offices with me. I also have to congratulate you and Natsumi on becoming genins being at the academy in three days for team assignments."
After that, the council was let out as Hiruzen gave some things to Naruto. As they left, he was dragged by an extremely happy Natsumi. He didn't mind as he wanted to see how much Konha had changed; to his surprise, not much had changed. "Natsumi-chan, where are we going?" he asked curiously.
"You're staying with me, silly, since you don't have a home," Natsumi answered, flashing him a smile as she turned her attention back to where she was going. Naruto frowned, noticing she was forcing herself to smile. A few minutes later they stood outside a shitty apartment building Naruto's frown became more prominent. Natsumi didn't notice as she led him to her apartment upstairs, with the stairs almost giving out multiple times.
As they entered the apartment, Naruto noticed the trash everywhere, the mold spots, and the old furniture that should be in the garbage. He took in the ease she moved in. "Well," she said, "What do you think? It's not much, but it's home." With another look, he made up his mind, shaking his head, " You're not staying here, Natsumi-chan," Naruto said
"Huh? Why not?" she asked. "Look at this place, Natsumi-chan. The stairs almost gave out multiple times, there's trash everywhere, there's mold on your walls and floor, this place is falling apart, and the furniture deserves to be in the trash. No, you aren't staying here," Naruto said in a caring voice. Frowning, he pointed out all the flaws in her home. "Where else can I stay? Not many people are willing to let me stay are their place, and if they do, the amount they charge me is so overpriced I wouldn't be able to stay there." Natsumi frowned.
"Natsumi-chan, I know what I'll ask you will be tough for you, but I want to know. What has happened to you?" Naruto said angry at what he heard she suddenly became depressed "Do you really want to know?" she asked in a different attitude Naruto nodded to her question making her sigh and told him. Told him how she was kicked from the orphanage at the age of four, how she starved for days at the time, how no one would help her, and how they ignored her like she didn't exist, the beating she got from the villagers but they were bailed by the civilian's council, the rotten food or spoiled milk she would buy, how she was overcharged on everything, how the council would try to banish or imprison her.
Naruto just held her in a hug as she cried letting all the repressed emotions out while also thinking of all the shit he'll have to do just to get Natsumi not to put on a mask or force a smile. Taking a deep sigh to calm himself "You'll be staying with me. I'm a Senju, remember? I still have access to training grounds, stores, houses, and anything that was bought, owned, or funded by my clan. So why don't you gather anything that might be salvageable and meet me here in five minutes?" Naruto said in a calm and reassuring voice, and she only nodded as he went out.
They met five minutes later, touching her shoulder as he used the body flicker jutsu to appear in front of the Senju compound. Naruto then cut his hand, placing it on the gates as they opened a few seconds later. He then took Natsumi's hand, not noticing a blush spread across her head. Opening the doors the main building's front door takes her inside. Natsumi was amazed she, like others, heard the Senju compound was abandoned, yet it seemed like someone was still living there.
"Choose any room of your liking. I'll stay in the master bedroom. I'll give you a tour of the compound tomorrow. So just rest for tonight, you've had a heavy experience tonight," Naruto said turning around. She was about to protest, but a yawn cut her off, She gave an indignant huff and went upstairs. Shaking his head Naruto chuckled thinking 'things will be interesting now to go through everything I missed and get everything in order."
