Outside of the Trial Civilization Alliance, there are no such rules.
This means that if the Human Civilization and Oak Civilization unite to take control of them, absorbing them as an Affiliated Civilization... this action will no longer be controlled by the Trial Civilization Alliance.
This is what some Trial Civilizations present are worried about.
However, Shen Hao and the Oak Emperor do not have this idea.
At least not currently.
