Chapter 173 - Chapter 173: The New "League of Villains"  

Japan wasn't a completely capitalist country. In fact, traces of its feudal system still remained. 

Why was the Japanese government so weak and ineffective? 

Even without saying it, every citizen already knew the answer—the so-called Japanese government was just a puppet controlled by powerful business families. 

But even if the government was controlled by the rich, people would still support it if it truly cared about the citizens.

At this point, it should be clear why heroes refused to become part of the legal system like special police forces. 

 The Japanese government wasn't trustworthy. 

If heroes became government employees like the police, who would they be forced to protect first? The powerful elites, most likely. 

Heroes wanted to protect ordinary people who just wanted to live in peace. That's why they refused to become part of the government. They needed the freedom to decide who to protect. 

Maintaining order in a country relied on laws. 

Heroes needed a legal framework to operate under, but they didn't want full government control. 

After many discussions, both sides made compromises. 

That was how the "Hero Law" was born.

Midoriya Izuku took a deep breath and got up from his bed. 

After thinking for a long time, he had finally sorted out his thoughts. 

All for One had a point—if he was captured by the heroes or the police now, it could cause chaos and riots. 

So right now, he couldn't go to All Might.

The "Hero Law" must be reformed. The problems we're facing now are largely caused by this flawed law. 

The next step is clear—we need to pressure the government into reforming the "Hero Law" in a way that isn't too aggressive. And there's only one way to do that.

Midoriya Izuku returned to All For One's office. Facing the man, he spoke seriously. 

"I agree with your views, but are you really going to cooperate with me?" 

Midoriya couldn't help but doubt All For One. This guy clearly had ulterior motives. Hearing him talk about reforming hero society was almost unbelievable. 

"Of course. Do you think I created the League of Villains just to kill All Might?" 

"That useless bunch couldn't even touch the hem of his cape. My real goal was to destroy this so-called hero society. This fake peace is disgusting." 

"But obviously, external destruction wasn't as effective as you tearing it apart from within. The League of Villains isn't even necessary anymore." 

"You really are a bastard." 

Midoriya cursed. All For One's simple actions had thrown hero society into chaos. If they weren't careful, it could completely collapse. This old man knew exactly how to hit where it hurt the most. 

"Thanks for the compliment. After all, I'm not a demon or anything." 

"If your goal isn't to destroy hero society, then why are you helping me?" 

Midoriya questioned. All For One just laughed. 

"I want to destroy the hero society that All Might built. But once you reform it, it will no longer be his hero society." 

"You're obsessed…" 

Midoriya reluctantly accepted this reasoning. He needed the League of Villains to cooperate if he wanted real reform. 

"Then let's begin."

Inside the League of Villains' bar, Midoriya Izuku and All For One appeared together. The others had already been gathered, waiting for the real leader of the League of Villains to speak. 

With all eyes on him, All For One cleared his throat and announced: 

"Everyone, I have something to say." 

"From now on, the leader of the League of Villains will be Midoriya Izuku. If anyone has a problem with that, speak now." 

His words left everyone speechless. Shigaraki Tomura was the first to react, immediately standing up. 

"Sensei, why are you handing the League of Villains over to this kid? He's probably working with the heroes!" 

"Tomura, calm down." 

All For One, in a rare good mood, wasn't angry at being questioned. Instead, he patiently explained, not just to Shigaraki, but to everyone. 

"Midoriya is now the greatest threat to hero society. You understand what that means, right?" 

No one in the room was stupid. As soon as All For One said that, they understood. Midoriya's actions had already turned hero society into a boiling pot of oil—just one drop of water would set it off. 

"Interesting. Then as the new leader of the League of Villains, what's your goal, Midoriya Izuku?" 

Dabi, who had always felt like an outsider in the League, finally showed genuine interest and asked about Midoriya's ambitions. 

"I want to reform hero society. It no longer fits this era." 

Midoriya's words silenced the room. 

Then, the first hand was raised. 

"Not bad. I'm in." 

Dabi smirked. He had joined the League of Villains because it was an organization that opposed hero society. When he first saw Shigaraki leading, he felt doubtful. But All For One's involvement made him take it seriously. And now, hearing Midoriya's declaration… he had finally found a leader he could follow. 

"I'm in too! Me too!!" 

Toga Himiko quickly raised her hand. Wherever Midoriya Izuku went, she would follow closely. After all, she liked him so much~~! 

"I'm joining too! I hope this will be a grand magic show!" 

........... 

And so, the new "League of Villains" was born...
