After the Provisional Hero License Exam, Midoriya Izuku's name was all over the news and social media. But while people were talking about it, life went on as usual.
It was the same for the students at U.A. High. After all their tough training, they had been preparing for the Provisional Hero License Exam.
On the day of the exam, Class A and Class B were sent to different test sites. They showed off their long-practiced ultimate moves and successfully passed. Now, they had one foot in the world of professional heroes.
With their licenses in hand, the next step was for the students to take on long-term internships at hero agencies. Since their future work as heroes would be in society, the school encouraged them to get real experience outside.
That led to some interesting developments.
Uraraka Ochako ended up at Mount Lady's agency. Not because she wanted to, but because Takeyama Urei wouldn't stop pestering her. Urei had to do her internship at her older sister's agency, and she didn't want to face her sister alone—otherwise, she'd just get bombarded with endless questions about her love life.
As for Bakugo and Todoroki… they failed the exam.
Bakugo lost his temper during the test and completely flunked. The examiners even singled him out, saying that while a bad attitude during a rescue wasn't a deal-breaker, not being able to hold back an enemy was an automatic failure.
For reference, the "villain" during the test was Gang Orca, the No. 10 Pro Hero. Bakugo got completely wrecked.
Todoroki, on the other hand, failed because of an unexpected situation. He ran into Yoarashi Inasa, a student from Shiketsu High, a well-known hero school. For some reason, Yoarashi had a personal grudge against Todoroki.
The two of them kept interfering with each other during the test, and in the end, neither of them passed. The entire Class A was shocked. Bakugo failing was understandable, given his temper, but Todoroki? That was just bad luck.

Ochako got dragged to Mount Lady's agency, while Todoroki and Bakugo had to stay at school for extra lessons… until the next chance to get their licenses.
One more thing—most of Class B passed the exam too. Among them, Shinso Hitoshi also passed without any issues.
Right after he got his license, Tsukauchi from the police department approached him.
"We need your help with an investigation. We'd appreciate your cooperation."
Shinso's brainwashing Quirk had been a major asset during the U.A. Sports Festival and the Forest Training Camp. The police had found it useful when interrogating enemies.
And now, as he took his first step into the world of pro heroes, Shinso had been given his first real mission—assisting in the arrest of the League of Villains.
Without hesitation, Shinso Hitoshi agreed.
The hottest news lately is still all about the "League of Villains." After a third criminal was taken down outside the law, the fourth case linked to the "League of Villains" has surfaced.
The victim was a man accused of rape. When he was taken to court, there wasn't enough evidence to put him behind bars. The woman who suffered at his hands was left helpless. When she realized the law couldn't punish the man who ruined her life, she lost all hope and jumped to her death.
This was an old case that had been widely criticized by the media, but in the end, the guilty couldn't escape the "Grim Reaper's" judgment.
When people found the man, he was alone in his house, his throat slashed open, blood covering the floor. The only message left behind was the same as before—"Blood for blood."
As heroes and the police investigated, they discovered that the victim had been trying to lure a high school girl to his home. Security footage later revealed that the girl was none other than Toga Himiko from the "League of Villains."
Even though the members of the "League of Villains" have questionable backgrounds, the public still strongly supports the group, which is now led by Midoriya Izuku. Compared to a justice system that lets criminals walk free, people seem to prefer brutal punishment in the shadows.
There's another fact that even heroes and police have to admit—since the "League of Villains" started this hunt for criminals, Japan's crime rate has plummeted. It's even lower than it was during All Might's peak.
And it's obvious why. Criminals fear death far more than they ever feared All Might. With the "League of Villains" taking action, those who would normally prey on the weak have gone into hiding, too afraid to take any risks.
The "League of Villains" has a new hideout—another bar. After their base at the waterfront building in Kamino Ward was shut down by heroes and the police, Kurogiri found a new place—an underground bar.
Kabukicho is as lively as ever, but a few bars nearby seem strangely empty. Hardly anyone comes and goes. One underground bar hasn't even opened its doors, even though nighttime is when they should be making the most money.
Of course, this underground bar has its own business. Behind the counter, a man named Kurogiri mixes a drink and slides it over to Dabi.
"Midoriya-kun, want a drink?"
"Thanks, but I'm underage. I can't drink."
Midoriya Izuku politely turns him down, resting his head on his left hand while tapping the counter with his right. The next move has to be planned carefully.

Even Dabi and the others who originally joined the "League of Villains" now follow Midoriya without question. That only makes Shigaraki feel worse. What does this kid have that he doesn't? Why is everyone so willing to take orders from him?
"Shigaraki Tomura..."
Midoriya Izuku isn't bothered by being interrupted. He simply calls Shigaraki's name and speaks calmly.
