It was simply because living at sea was too harsh, even for superpower users, and was far less comfortable than living on land, in the city.
"The waters are too deep on land," Nicos replied soberly. "We can't grasp those, but the waters are shallower at sea."
[Shallower at sea?]
The subordinates were at a loss for words, watching as the distance to the targeted cargo ship grew shorter and they entered work mode.
A dozen speedboats circled around the cargo ship, each of the pirates armed, yet none fired their guns. Instead, they shouted in multiple languages, demanding a "protection fee" be transferred to them.
They also declared that they would immediately withdraw as soon as the transfer was received.
