The higher his levels get, the slower Shin seems to grow by killing monsters. The grueling fight with the ghouls only seemed to raise his level by 5…but now that he is looking at the kingdom's finest soldiers he is starting to realize…5 levels is a lot.
Most soldiers standing in front of him didn't pass level 40, and the majority barely reached level 25. Shin might still be weak compared to the powerful beings that he faces in the overgod's trials…but those soldiers are far weaker than him…their strongest, a general comparable to Alian in his prime is standing in front of him, level 46.
