Mr Antonio Ivanov, the head of the Ivanov family was already planning his secret move to get rid of Charlotte. It would have been easy to get her arrested by the cops, but she's someone who has power even in the military.
Antonio had been overlooking everything Charlotte did, all because he was faking his illness and also believed Fabio was his son. However, he could no longer handle all of her evil deeds. He already decided to get rid of her in his own way, without involving the military.
