Was Leon a witch? No. Were the wind blades spinning around his figure the product of a spell? I wasn't sure.
"What was a spell?"
Unfortunately, I would have to ask a proper source for the answer to that vital question. But for now, my take on Leon's slashing technique was that it wasn't a spell.

One pull of my trigger and a monstrous construct of energy that looked like it could swallow a building on its own was defeated.
While deadly and a menace on its own, Spellbreaker had a particular boost against or was a weakness for spells.
Leon's deadly wind blades had me firing shot after shot, and though I couldn't get a proper look at what was going on in his body, judging by the fact that he just stood still as I blasted him, it was clear that whatever technique he had cast didn't allow him to move.
