According to statistics, the Sugamo Apartment case resulted in 18 deaths and 1 minor injury. The survivor is named Yasukawa Seiji, who was detained by the police some time ago due to a neighborhood dispute.
The first person to witness the crime scene was the apartment manager. He got up at six in the morning as usual to clean the hallway. Upon seeing the bodies, he immediately ran downstairs to make a phone call. However, the public phone booth's line was cut, so he had to walk to the Sugamo Station front Patrol House to report the case. As expected, there were no officers on duty at the patrol house. He had to walk another block to find another public phone booth and reported the case to the police station.
