Given that, in the case of the Empress, she was not even a major character and so, just like the main story, would remain stuck at her present levels until the final battle with the immortal.
Her path was different from that of the major characters, who were, in one way or another, at an advantage due to their good physiques or bloodlines, helping them keep moving forward. Unlike them, she felt as though she would remain stuck here forever.
Of course, she was very strong and maybe even more than Mialthara due to her unique ability, but it wasn't enough for me to consider her a potential candidate.
Just because it would be too much of a hassle.
She would be around in her 40s, already too focused on building her strength while clearly losing any bit of opening where she might be impressed by some handsome man without any strength.
