The police system now demands the improvement of the cultural quality of the grassroots police officers. But the Police Bureau doesn't have much money, they don't reimburse the tuition and textbook fees.
The police officers' salaries are not high, which for most people represents an added financial burden.
Moreover, a policy from the superiors says that a high school education is sufficient for staff in state organs and that some managerial positions only require an associate degree. As a result, people don't see the necessity to keep studying and endure the hardship, hence the low enthusiasm for enrolling in self-study exams for bachelor's degrees.
