Luna's plan was really basic and anyone could do it. Her plan was to tie the rope tightly around Laura's body and then lower her into the well to pick up the corpse of the man that they were supposed to follow.
And once Laura had picked up the body, Luna and Lyra above would pull her back to the ground.

At first, Laura was still a little bit against it, but then she still had to accept it because they had no other choice at the moment. And Laura could not think of a better plan than this one.
