The four great elements of earth, water, fire, and wind are the foundation of the Primordial World. The Earth Element is the basis of all things; the Fire Element is distributed everywhere, bringing light to the Primordial World, and the Taiyang Star is where the Fire Element is most concentrated. The Wind Element converges outside the Nine Layers Heaven, acting as a barrier to resist the erosion of the chaos winds of the world.
As for the Water Element, it is distributed evenly throughout the Primordial World, ultimately flowing towards the Four Seas and the Returning Ruins. However, due to this even distribution, the essence of water is not concentrated enough, making it very difficult for various Innate Divine Water to be born!
Generally speaking, only where some Innate Essence is highly concentrated can Innate Objects come into existence, but there are also some Innate Sacred beings who naturally control certain Innate Objects.
