"That's true, but we can't do that now. Access to education is not something anyone can get, even in the human and elf settlements.
It's not a free commodity; it's quite expensive, and many families opt out of it. If we made education free here, it would lose its importance too early.
The goblins have to see it as a reward, something they can only get if they work hard to help us build.
