This time, the exclusive meeting room had been specially prepared—unlike the typical functional spaces used for such gatherings, this room was extravagant, with a design concept rooted in nobility, offering an atmosphere far removed from the utilitarian style associated with ninjas.

However, despite the luxurious surroundings, none of the Kage paid much attention to the grandeur. After all, it was merely a place for discussion, and the real focus was on the matters at hand. Onoki, the Tsuchikage, followed suit. "I agree with the Hokage. Our focus must be on strengthening the exchanges and cooperation between the nations, fostering both cultural and technological collaboration. By promoting and understanding through such exchanges, we can build lasting friendships between our countries. Furthermore, we must enhance the training of our youth, ensuring they are equipped with the knowledge and skills necessary to lead us forward."

Ryusei Kazawa, the Mizukage, nodded in agreement. "Indeed, peace and stability in the ninja world are crucial. It is vital that we reinforce cooperation between our nations to maintain peace. Equally important is the well-being of the ninjas who serve us. We must find ways to improve their quality of life, ensuring they are respected and cared for, not only as warriors but as citizens."

Ay, the Raikage, leaned forward. "In addition, I believe we must strengthen military cooperation to face potential threats together. However, our concerns shouldn't stop at security. We must also address environmental and ecological issues within the ninja world. We've seen how the balance of nature can affect us, and we must take responsibility for reducing harm and safeguarding our homes."

The statement hit the room like a jolt. Takumi, the Third Kazekage, was caught off guard by the accusation but quickly regained his composure.

"Since when did you, Raikage, become so close to the Daimyo?" Takumi shot back. "If your country can't even handle business competition, are you now resorting to threats?"

Hiruzen, ever the calm mediator, responded with practiced ease. "Ay, are you suggesting that the Fire and Wind countries have formed an alliance?" He raised an eyebrow. "Didn't our five great ninja villages form an alliance five years ago? What is it you're implying? That Kumogakure wants to break from the alliance?"

This was a delicate moment for Ay. To withdraw from the alliance would not only isolate Kumogakure but would also provoke potential retaliation from the other countries, which would not be in their best interest.

"Let's not jump to conclusions," Sarutobi continued smoothly, "The real issue lies in the dynamics of trade. I understand your concerns, but if we allow the cooperation between our nations to thrive, we can make sure everyone benefits. The Fire and Wind countries aren't targeting your people. Rather, we're just exploring new opportunities."

Before Ay could respond, Ohnoki, the Tsuchikage, stepped in, offering Ay a way out. "The Raikage's concerns are noted, but we must also consider the bigger picture. Sarutobi, you have a point—this isn't the time to fight over business shares. We should consider how we can cooperate for the greater good."

Ay knew he couldn't afford to be stubborn in this situation. He glanced at Ohnoki, realizing that continuing to press his case would only cause unnecessary tension. "Fine," Ai conceded reluctantly, "Let's put this matter to rest. We'll explore the trade cooperation further."

Kazawa hesitated before responding. "My country's situation is a bit different. The Water Country's focus is on maritime routes. Our transportation is primarily by sea, and our routes are unique. It's not as simple as joining this trade alliance. The Water Country has its own interests to protect."

The rest of the Kage didn't press the issue further. It was clear that the Mizukage wasn't keen on opening up trade routes, especially with a fear that their naval advantages could be exploited by the other countries.
