Chapter 73 - Regulation, Regulation, Regulation!

Logue Town was enormous. As the most important port city and hub in the East Blue, its permanent population approached 200,000, with a countless number of transient residents.

It was comparable to a small country.

With Murak's tacit approval, the number of people involved in Logue Town's Gray Industry had reached an outrageous level, soaring into the tens of thousands.

Most were just low-level personnel who, even if caught, would only be held at the Branch for a few days – women from the entertainment venues, petty thugs, and the like.

As for the Underground Force's executives, catching them required sufficient evidence first. And unlike Pirates, unless they were guilty of heinous crimes, it was difficult to sentence them to death under the law.

Against Pirates, Roya could Slay without any reservations, but against the Underground Force, namely the Gray Industry, he couldn't abuse his authority.

Roya nodded slightly.

Inside the Branch's main Conference Room, the leaders of Logue Town's Underground Force were mostly present. A group of people sat around the table, each looking like a ferocious demon, trading barbs and taunts.

If the Marines weren't there, they'd probably be fighting already.

Roya entered the Conference Room, looked at the noisy Underground Force leaders, and snorted coldly, "Quiet down, you scum of society."

"..."

Everyone shut their mouths in unison.

This Black Hair Colonel was ten times more ruthless than Murak, the kind who killed without batting an eye, or else they wouldn't have obediently come to the Marine Branch.

"Tashigi."

"Yes."

Tashigi distributed the prepared Documents to the leaders, sorted by category. They listed various requirements.

For example, the operating hours of Casinos and entertainment venues were limited to 8 PM to 12 AM, and special services were prohibited.

"Take a look, these are the Regulations you need to abide by."

"This is..."

The leaders looked at the regulations listed one by one, their faces turning green on the spot. If they really followed the requirements in the Document, wouldn't they be like law-abiding citizens? How would they make any money?

Someone slammed the table and roared, "Roya, you're going too far! Why does my regulation say I have to change professions!"

"You are?"

"I'm Kabuda!"

"Just a moment."

Roya flipped through the information and quickly found the other party's information.

"Poison Dog" Kabuda, involved in Drugs...

That idiot Tashigi, why did she send an Invitation to this guy too? Didn't I mark him with a 'kill, kill, kill' red circle?

Roya disapprovingly took out his Pistol and aimed it at the shocked Kabuda.

"Bang!"

A bloody hole appeared in Kabuda's forehead, blood spurting out.

"Drag him away."

"Yes!"

Kabuda's Corpse was dragged away by the Marines, and Fullbody even helpfully took out a Rag to wipe the blood stains off the table.

The Conference Room was so quiet you could hear a pin drop.

Roya twirled the Pistol, put it back in the gun holster at his waist, and looked at the dazed leaders with icy eyes.

"You scum, you should all be taken out and shot. None of you are innocent. I'm giving you a chance only because I don't have the time and energy to clean up this mess."

"I had you come here to tell you the Regulations I've set, not to ask for your opinions."

"Understood?"

Everyone went silent.

This Black Hair Major was even more terrifying than they had imagined!

"I only have three requirements for you!"

Roya held up three fingers.

"Regulation! Regulation! And more Regulation!"

"The specific requirements have already been told to you."

"I will periodically send subordinates to inspect. From now on, if anyone's business dares to be unregulated, dares to engage in shady activities, I will make them die!"

"Of course, you can also unite to resist me. Let's see if my Sword is sharper, or your necks are harder."

Among the many Gray Industries, a large part are actually legal, such as gambling, which even a future Marine Admiral would indulge in, as well as Massage parlors, etc.

Barto certainly couldn't accept that. He had so many subordinates under him. After disbanding, were they supposed to live on air?

"Black Hair Marine, I don't care what great things you've done. Our Bartolomeo Club has always lived in peace with the Marines. If you dare to provoke us, I'll let you know what I'm capable of!"

"Bartolomeo."

Roya stared at Barto.

You little brat, daring to disrespect me in front of so many people, you're tired of living, aren't you? Just watch, I'll mess you up!

"I visited Rice Cake Granny yesterday."

"What? Granny!"

The otherwise calm Barto instantly felt uneasy, his small hands clutching his teeth, looking apprehensive.

"Tashigi, give him the Den Den Mushi."

Roya instructed, then coldly said to Barto, "Rice Cake Granny is very disappointed in your current behavior. She hopes you can turn over a new leaf and be good people."

"I promised Rice Cake Granny to take good care of you. If you don't believe me, call Granny and confirm it."

Barto grabbed the Den Den Mushi and frantically dialed Rice Cake Granny's number, immediately asking if it was true when it connected.

After a long while, Granny's slow voice came over.

"Ah, it seems like there was such a thing."

"I'm getting old, my memory isn't good anymore."

"Then you should listen to that Black Hair Marine from now on."

"Ka-chak—"

The Den Den Mushi hung up.

Barto pointed at Roya with grief and indignation. Only Granny's words must they obey; it had been like this since they were little.

"Marine, you're too despicable!"

"Hehe."

Roya chuckled, "Report to the Branch tomorrow with all your subordinates, not a single one missing, understand?"

"Huh? Why should I listen to you!"

"Granny will be sad to see you being so rebellious."

"Shut up!"

Barto exploded on the spot.

"Damn it!"
