Chapter 298 - My Hero Academy

Seeing that everyone's attention had shifted to her, Vivi immediately gave a knowing smile.

Then she began the speech she had carefully prepared in her heart:

"Twenty-two years ago, because of the words spoken by the Pirate King Gol D. Roger before his execution, countless powerful individuals suddenly emerged across the seas.

They all set their sights on the ultimate treasure, the One Piece, and from four vast oceans, ventured into the Grand Line."

Among ordinary civilians in the pirate world, few understood the significance of the "D" in his name.

So over the years, through word of mouth, Roger's name gradually changed.

From Gol D. Roger, it became Gol Dore Roger.

Even the Nefertari family, formerly one of the First Twenty and part of a government-affiliated nation, had grown accustomed to the civilians' version.

But none of this had any bearing on what Vivi was about to say next.

Without pausing, she continued:

"Over the years, the pirates who flooded into the Grand Line gradually stabilized.

Some overestimated their abilities and lost everything within the Grand Line.

Those with true skill and ambition overcame countless obstacles and ultimately entered the New World.

But the results were mostly only two or three outcomes:

Either they became subordinates of the Four Emperors, or they died trying to challenge the strong…

But most of them, upon witnessing the world's true power, lost the courage to move forward."

Having attended multiple world conferences, Vivi had a clear understanding of the current situation.

She even glanced subtly at Crocodile, who was among these individuals.

But the now-unfazed "Old Croc" ignored her glance.

Vivi merely gave a fleeting look before continuing:

"Those who failed either retired quietly into the mountains or towns, turning their backs on the world…

While others could not abandon their pirate nature.

They would descend on islands or countries with weak defenses and rule over them.

The better ones would establish their own small empires, living as petty tyrants.

The worse would oppress the people, unable to reform their violent ways."

"Such incidents happen repeatedly across the seas. They cannot be prevented, and by now, no one is surprised."

"So if Luffy-sama hopes for me to establish an organization that can protect the weak, in my opinion, it is simply unrealistic."

Having finished, Vivi quietly stepped to the side, observing Luffy's reaction.

Tap… tap… tap…

Luffy lightly tapped his armored fingers on the throne's armrest, his gaze thoughtful as he watched Vivi.

Of course, Luffy understood everything Vivi had said.

He simply wanted her to try to fulfill Koby's wish.

After all…

It was Koby's dream.

Yet seeing the confident smile on Vivi's face, Luffy felt a thrill, something fun was about to happen!

Moments later, Luffy smiled and signaled for Vivi to continue:

"Go on!"

"All right, Luffy-sama!"

Vivi replied immediately and continued as she had planned in her mind:

"In my opinion, the weak don't just need temporary protection.

What they need most is the ability to protect themselves when facing difficulties!"

She pounded her chest for emphasis.

"For example, even if Luffy-sama were to help me once, to overcome a crisis, in the future, Arabasta could still fall into peril again."

"Therefore, I propose, Luffy-sama…"

"If you truly want to bring peace and justice to the world, the best way is to give the weak their own power."

Luffy asked, slightly puzzled:

"You mean, like the Revolutionary Army?"

Vivi shook her head firmly:

"No!!!

My idea is completely different from the Revolutionary Army."

She stepped back, spreading her arms wide as if to encompass everyone's gaze, and explained:

"The Revolutionary Army isn't much different from Arabasta's rebel forces.

They merely guide people to revolt due to World Government policies, led by capable leaders.

But ultimately, they are just another form of government."

Having learned that Luffy's father had ties to the Revolutionary Army, Vivi showed her disdain.

"And from my analysis, Luffy-sama isn't interested in these political power struggles at all."

"So I hope the plan I'm about to propose will spark your interest, Luffy-sama, and earn your support!"

"Go ahead, what's your plan…"

Vivi's lips curved into a wide grin as she announced:

"My idea is to build an academy!!!"

"An academy!?"

Luffy's eyes suddenly lit up.

Catching that, Vivi revealed a confident smile, as if everything were under control.

"Yes, an academy!"

"There are actually many kind-hearted people in this world.

But these kind people, though full of justice, lack the ability to act freely."

"So I propose we build the Starry Sky Hero Academy.

It will recruit people with heroic hearts from all over the world, and teach them how to gain true power."

"With this, once they acquire enough strength, they can, under the Starry Sky banner, demonstrate justice to the evildoers of the world!!!"

"Wait!"

Just as Vivi began detailing her grand vision, Luffy suddenly interrupted.

Vivi froze, unsure if she had said something wrong, and looked at Luffy deep in thought.

Luffy wasn't upset with her idea, he had simply realized a critical issue.

A very, very important issue.

He recalled a few years back, returning to the East Blue from Moria's terrifying three-masted ship.

At that time, he was flush with treasure, ready to spend a fortune!

Laboon's ultimate skill, ten million gold coins, buy it, done!

But now!?

Even Chopper's private room was cobbled together using gold from sea beasts and Sea Kings they'd captured along the Grand Line.

Financial crises and deficits had plagued Luffy for a long time.

Gear upgrades, glove enhancements, Merry's abilities, strange items from the time-space store, ship improvements, all enormous expenses.

Because of their current power, they could dominate the pirate world, so Luffy hadn't worried much.

But…

To truly expand Starry Sky, at this pace, it would take forever!

Even Moria's abilities were limited.

Zombies could farm coins, but not fast enough for Luffy's satisfaction.

And it wasted time.

During his long stay with Moria, Luffy gained barely 30 million coins, which disappeared almost instantly.

Luffy had overlooked a crucial point:

the convenience of having a dedicated force.

Before, he only considered those around him or related to his interests.

Moreover, no one knew he could gain strength through killing, so no one had ever advised him.

Now, thinking about Vivi's proposal, he realized he could build a force as she suggested.

They could hunt criminals worldwide, deliver them to him or his crew for execution.

Experience and coin needs would be massively alleviated.

And the corpses? Sent to Moria to create zombies!

A plan with multiple benefits at once!!!
