Ning had the idea to help people who were being followed by spirits back in the village where Grandma Usha lived. Because those villagers had no money to pay for an actual Spirit Detective, he had helped them for almost no pay.
The Spirit Detectives that did live in the cities were too expensive for them after all. Since he was the only one who got anything from helping others besides money, he had chosen to do so.
From there, he got the idea to help people in mass so that he could get some more points for his system. He had done the same in Jameen, and would've done the same had he had the time in Toma.
In Jameen, there were no Spirit Detectives due to the city being at the edge of the duchy, next to the mountain range. Hence, he never got into trouble.
