Thousands upon thousands despise the Empire, among them are those who have suffered oppression, those whose interests have been harmed, those whose loved ones have died because of the Empire, and those who detest the Empire's arrogance and authoritarianism. If you ask them to articulate the Empire's wickedness, they could speak for days and nights on end, then compile the myriad crimes of the Empire into an exhaustive tome.
They are filled with hatred, indignation, and resentment. As long as they are not in public and certain that there are no imperial spies and surveillance devices around, they would definitely vent their endless bitterness through words and writing. After venting, they blend back into the mundane everyday life, dominated by an Empire standing strong in all aspects.
Given the strength of the Empire, this behavior, though despicable, is also understandable. After all, it is in the nature of any creature to seek benefits and avoid harm; suicide is not.
