Shen Yue is quoting a passage from the "Tao Te Ching"—between heaven and earth, is it not like a Tuoyue? Empty yet unfailing, active and ever issuing forth. Much talking leads to exhaustion, it is better to maintain balance within.

Tuoyue is an ancient Chinese bellows used for making fire.

Laozi used this bellows as a metaphor for the changes between heaven and earth, suggesting that though the bellows may seem empty, it never fails to produce something. But if you keep fussing over it, it will ultimately return to void, better to conserve energy and focus on one's true nature.
