Dullan needed Lucivar to win the South Hues Tournament to talk with the governor.
Because of that, there was no doubt that he would hate Lucivar to be arrested.
Not when he had already announced Lucivar as the Trading Union's champion.
Just seeing the news and articles alone melted the director's hostile demeanor, he couldn't scare Lucivar as he initially planned. If he did something to Lucivar right now, the Trading Union would create trouble for him and Zed's footage would be leaked.
