After the arrival of the Special Service Bureau, they first arranged for the Vice President to leave. An agent had already retrieved a first-aid kit from his car and given him an emergency treatment, of course, it was just preliminary treatment. Ideally, it would have been upon Jimmy's arrival that the agent would arrange for the Vice President to be immediately taken to the hospital, but there were only the agent and Jimmy at the scene, and Jimmy couldn't guarantee he wouldn't pull any stunts.
The Special Service Bureau began investigating the scene, and also commenced an interrogation of Jimmy. Jimmy's side was easier to explain, he had a taxi record, and he had been driving around Evanston for quite a while. When he arrived, the Vice President was not unconscious, clearly aware of when Jimmy had arrived, so after a brief interrogation, they concluded his part of the inquiry.
