Recap: In "Red Flames Battlefield", during the shootout in the hotel's basement kitchen where the Vice President was being kidnapped, because Victoria was shot, Jimmy worried about her being captured, compromising his own safety, and killed Victoria amidst the chaos.
While Jimmy was waiting in the hotel for the Special Service Bureau to pursue, he heard a phone call from CIA Agent William Cooper and followed him to an abandoned power plant. Arriving from behind the factory, Jimmy approached Frank and his group, and due to the lack of Victoria, there was a delay when they killed the men Alexander brought, causing the machine gunner in the vehicle to shoot and kill Sara.
