Due to a mistake, the CIA captured Sara, and thus Frank kidnapped the Vice President, demanding negotiations. Ultimately, the negotiations failed, internal strife broke out, and the operatives on site were killed by Frank's team. In the end, Jimmy, who had followed William Cooper to the scene, killed them.
The entire case involved several other operations, all of which have corresponding records, including Sara's call for help after being kidnapped by Frank, their encounter with Gabriel Singer at the airport where he was killed, the fire at the Langley building, William Cooper being assaulted in the head office, a shootout at Alexander Dunning's villa, and William Cooper's arrangement for a check at home to see if Frank threatened his family.
