He couldn't afford to put complete trust in his own subordinates. One wrong move could be fatal. There were too many eyes and ears that could be bought. And worse, all the crucial data had vanished. The last person they managed to capture had died in custody. The only suspect they ever caught couldn't even be properly interrogated.
Even Axton couldn't uncover who was behind the suspect's death or the disappearance of the evidence. That wasn't his domain—there were limits he wouldn't cross. That domain was entirely Lucas's responsibility, and anyone operating within it was supposed to be under his control. But now, everything was out of hand.
