Obito is confident in his illusion, assuming that the Fourth Mizukage will avoid high-intensity battles. However, once engaged in such a battle, the Mizukage's chakra, connected with the Three Tails (Isobu), will create a potential flaw in the illusion, risking loss of control.
Although Obito can reinforce the illusion, the Fourth Mizukage has already left the Mizukage Building. Reapplying the illusion in a public setting would expose his true identity and jeopardize his future plans. As such, he must relinquish control over Kirigakure, allowing the village to fall back under the rule of the Mizukage.
Despite the loss, years of planning ensure that Kirigakure will not recover quickly enough to interfere with the Eye of the Moon Plan. In this sense, Obito's efforts in Kirigakure have been a success.
However, before his departure, he still needs to deal with the traitor, Loquat Juzo, who defected to Nagato. The village may be lost, but the traitor must be eliminated.
Just as Obito prepares to kill Loquat Juzo, he hears footsteps echoing in the corridor.
Obito frowns and turns toward the sound, seeing a mysterious figure dressed in a black cloak with a black fox mask walking toward him.
"Who is this man? Why haven't I seen him before?" Obito wonders.
Unable to recall any notable ninja from Kirigakure matching this figure, Obito decides to test him. He extends his hand, and a wooden spike bursts from his palm, shooting toward the stranger with incredible speed.
With a sharp sound, the wooden spike is caught by the masked man, who effortlessly snaps it in half and throws it aside.
The mysterious figure is none other than Naruto Uzumaki. Originally seeking a technique similar to the Book of Seals in the Mizukage Building, he stumbled upon Obito's presence and approached him directly.
Naruto observes Obito carefully, and in a low voice, he says, "Wood Release, Kaleidoscope Sharingan... Shisui was right. You really have the powers of both Senju and Uchiha."
Obito, now alert, stares back at Naruto. While cutting wooden spikes with his bare hands is not difficult for a jōnin, Naruto's mention of the Senju and Uchiha bloodlines, as well as his knowledge of Shisui, raises Obito's suspicions.
After all, Shisui had disappeared for half a year, only to mysteriously reappear during the night of the Uchiha clan's massacre. Not only did Shisui thwart Itachi's plan, but he also led the Uchiha clan to settle in the country of Uzumaki, far from the turmoil of Konoha.
All of these events seem unusual to Obito, making him wonder if Shisui had gained some new enlightenment. But now, it seems Shisui must have been guided by someone else—someone who stands before him now.
Obito asks, his voice dark, "Did you save Shisui and help him lead Uchiha to settle in Uzumaki?"
Naruto responds calmly, "Yes. I killed all the White Zetsu you sent to invade the Land of Uzumaki."
Obito sneers, "Invasion of the Uzumaki country? Could it be that you're a descendant of the Uzumaki clan?"
Naruto nods slightly, saying, "In terms of blood, I am a descendant of the Uzumaki clan. Though the country of Uzumaki has fallen, the clan lives on."
Obito snorts, "The Uzumaki country couldn't cultivate a ninja like you when it was still around. How could it create someone as powerful as you after its destruction? Or are you hiding your true identity?"
Naruto responds, "The Uchiha were almost wiped out. There's no way someone like you would still exist."
After a pause, Naruto adds, "You created the Nine-Tails' attack, orchestrated the Uchiha massacre, and secretly controlled the Fourth Mizukage for years. If I didn't know that Uchiha Madara is dead, I'd suspect you were him."
"Are you so sure Uchiha Madara is dead?" Obito retorts, a rough idea of Naruto's identity forming in his mind.
Naruto scoffs, "Are you going to claim you are Uchiha Madara? If you're Madara, then I must be Senju Hashirama."
Obito's eyes grow colder. "Then tell me your purpose. I've never targeted you, but you've killed my subordinates and ruined my plans. Not to mention, you've come into my territory looking for a fight?"
"I came to challenge you, but not right now…"
Naruto pauses, his gaze assessing Obito. "I came to take Kirigakure from you. But considering the current situation, it seems you can no longer control the Fourth Mizukage. Why don't you hand over control of the village to me?"
Obito narrows his eyes. "And what price are you willing to pay? Kirigakure's territory isn't enormous, but it's not small either. You can't just take it from me without something in return."
Though Obito finds Naruto's identity mysterious, he senses a potential ally. Having been betrayed by Nagato and Loquat Juzo, and unable to trust Uchiha Itachi or Kisame, Obito is desperate for assistance.
Naruto thinks for a moment before speaking. "Generally speaking, ninjas are motivated by money and status. But you, you seem more concerned with controlling the Fourth Mizukage. Could your goal be to take control of the tailed beast of Kirigakure?"
Obito's expression changes, and Naruto's suspicion grows stronger.
"Yes," Obito admits, "I've been manipulating the Mizukage for the tailed beast."
Naruto considers this. "I can give you a tailed beast, but in exchange, you'll need to cooperate and let my forces play a leading role in saving Kirigakure."
Obito's dissatisfaction is evident, but he agrees, "I'll take the tailed beast, but why do you want it? Isn't secretly controlling Kirigakure enough?"
Naruto shakes his head. "I intend to rebuild the country of Uzumaki, making it the sixth largest nation. For that, Uzumaki needs a jinchūriki."
"The sixth largest nation?" Obito scoffs. "Why would Uzumaki surpass the Land of Rain, unless Nagato gives up the Akatsuki? It's impossible."
Though Obito doubts the ambition of the Uzumaki, he decides to humor Naruto. "Fine. But tell me, who are your subordinates? I need to act quickly."
"Ghost Lantern Full Moon and Zabuza Momochi," Naruto answers.
Obito is slightly surprised but shakes his head. "Those two betrayed Kirigakure and became your subordinates? It seems Kirigakure can't escape its fate of manipulation."
Naruto rolls his eyes, irritated. "Don't get carried away thinking you're still the Fourth Mizukage."
Obito sighs, his expression turning pensive. "After controlling the Fourth Mizukage for so long, I've grown attached to Kirigakure."
He looks out the window, then back at Naruto. "By the way, there's one more thing I need from you. I want your help to kill someone."
"Who?" Naruto asks, curious.
Obito's gaze darkens. "A traitor from Kirigakure… Loquat Juzo has infiltrated the village."
