One can't use their magic in public areas as that could disturb the order of the area. Only certain individuals who have obtained permission can use magic anywhere without any restriction, but to obtain such permission is not easy.
One should be powerful and should have done great deeds in service to human society. The more one does deeds for the human society, the better their treatment would be but not everyone can achieve such feats.
Of course, the members of the alliance would also have such permissions as it was considered as the work of these members pretty important for the alliance, which could impact millions and the reason why they would have certain permissions that civilians can't enjoy.
