However, 60% of them only developed Level 0 abilities, which meant they couldn't use any supernatural powers at all.
Academy City possessed the world's most advanced technology, twenty to thirty years ahead of the outside world. It was a leader in the scientific community, independent of any government institutions, with complete autonomy.
Now, this avatar of his, named Misaka 9981, was part of the Mass Production Esper Plan and the Absolute Esper Evolution Experiment.
The Mass Production Esper Plan was a research program in Academy City that had stolen the DNA of one of Academy City's strongest Level 5 Espers, Misaka Mikoto, and initiated a cloning project.
The experiment used drugs such as Zid-02, Riz-13, and Hel-03, and after fourteen days, a body identical to Misaka Mikoto's could be produced. Basic knowledge such as language, movement, and ethics was forcibly input through learning devices.
Each Misaka Mikoto clone cost 180,000 yen, which was about 8,900 yuan.
