The Mass Production Esper Plan was a research program in Academy City that had stolen the DNA of one of Academy City's strongest Level 5 Espers, Misaka Mikoto, and initiated a cloning project.

The experiment used drugs such as Zid-02, Riz-13, and Hel-03, and after fourteen days, a body identical to Misaka Mikoto's could be produced. Basic knowledge such as language, movement, and ethics was forcibly input through learning devices.
