Chapter 39 - Chapter 39 The Concept Of Qin

Maybe you think what I said is too harsh, but it's simply an observation after understanding your history. If it bothers you, just forget it." Smith spoke calmly. His words were directed at the people of Mondstadt, not at Jean personally. He actually had a favorable

of her and believed that, one day, she might even join his guild.

Keqing and Ningguang exchanged uneasy glances. They were somewhat concerned that Jean might take offense at Smith's words, potentially straining relations between Liyue and Mondstadt. After all, Smith was now an advisor to the Liyue Qixing, and if his comments were taken the wrong way, it could impact diplomacy between the two nations.

However, despite their concerns, neither Keqing nor Ningguang intervened. They knew that Smith's influence carried weight, and even the Geo Archon himself might not object if Smith decided to sever ties with Mondstadt over this issue.

Besides, considering Mondstadt's history, even its gods' followers had been neglected. If they could forget such significant figures, what else were they capable of forgetting?

Jean, however, did not react as Keqing and Ningguang had feared. She could see that Smith bore no hostility toward her; rather, he was trying to guide her. She didn't believe she had done anything wrong, but if she had, she would take responsibility.

She believed that the Knights of Favonius should not place themselves above the people. Even as acting Grand Master, she was still a servant of Mondstadt. She could not simply dismiss the concerns of ordinary citizens in favor of focusing solely on broader governance.

As for the neglected temples of the Four Winds, that was her own oversight. She resolved to have them properly maintained and to lead the Knights in offering worship at least once a month upon her return to Mondstadt.

"I will be more mindful of this. Thank you, Mr. Smith, for your guidance," Jean said sincerely, her voice tinged with gratitude.

"Alright, now that we've addressed the matter of Dvalin, let's return to our discussion of our cooperation," Ningguang interjected, hoping to steer the conversation in a more diplomatic direction. She was wary of letting Smith and Jean continue, as further remarks could risk political complications.

"As for Liyue's proposal, I personally support opening a Liyue Bank branch in Mondstadt," Jean stated. "However, you must understand that the Northland Bank won't ignore this development. Additionally, there's the matter of bad debts. Do you have enforcers like the Fatui?"

She frowned slightly. Jean disliked the Northland Bank, as it was an extension of Snezhnaya's influence in Mondstadt. The Fatui had caused no small amount of trouble, and she wasn't fond of their presence. If allowing Liyue's bank to compete with them could benefit Mondstadt, she was inclined to support it.

She knew Mondstadt's political position was fragile. Despite being one of the Seven Nations, it was effectively a minor power caught between Liyue and Snezhnaya. It couldn't afford to alienate either side completely, even if it was wary of Snezhnaya's influence.

"No, we operate differently from the Northland Bank in that regard," Ningguang replied smoothly. "We'd like to collaborate with Mondstadt on this matter. We'll provide manpower, and in return, Mondstadt will receive a share of the bank's equity.

"The Knights of Favonius would be responsible for ensuring the bank's security and verifying loan applicants' identities and assets. When it comes to debt collection, we would require your assistance as well."

Jean's brow furrowed. "If that's the case, why doesn't Mondstadt simply establish its own bank?"

"You are welcome to," Ningguang said with a small smile. "In fact, I believe each of the Seven Nations should establish its own banks, with the government backing them.

"If a nation's bank loses credibility, then that nation must be accountable. Relying solely on the Northland Bank and small private lenders isn't sustainable. Loans must be formalized."

Jean considered this seriously. It made sense.

"If Mondstadt were to establish its own bank and wanted to expand into Liyue, we would be happy to assist," Ningguang continued. "This could be a mutually beneficial arrangement."

Jean exhaled slowly. "Mondstadt currently lacks the capacity to undertake such a venture. As for your proposal, I can't make a final decision. I will present it to Mondstadt's leadership. I suspect they won't refuse."

Ningguang nodded approvingly. "I also understand that the Fatui have caused trouble in Mondstadt in recent years. Liyue may be able to provide some assistance in this regard. Deeper cooperation between our nations could be beneficial."

Jean's eyes brightened. "Does Liyue have any information regarding Lord Barbatos?"

"The Geo Archon once mentioned that Mondstadt's climate and balance are maintained by Barbatos' power," Ningguang said. "Furthermore, during the cataclysm five hundred years ago, Barbatos likely entered a deep slumber to recover and counteract erosion."

Jean listened intently, processing the implications. "So Lord Barbatos has been protecting us all along…"

Many in Mondstadt had begun to doubt their Archon's presence. Some even believed Barbatos had abandoned them. This revelation brought Jean immense relief.

"Is there a way to aid Lord Barbatos in his recovery?" she asked hesitantly.

At this, all eyes turned to Smith.

If anyone knew about the nature of gods, it was him.

Keqing, in particular, was aware that Smith himself was now a god.
