"Now that the third kazekage has gone missing, it is our moment to strike. Hiruzen, we should crush the hidden sand while they were still disoriented due to the disappearance of the third kazekage. If we manage to deal enough damage to the hidden sand then we will have to One less front to worry about in the upcoming war." Danzo said to Hiruzen.
The other two advisors sitting on the left side of Danzo, exchanged glances between each other. But ultimately they remained silent and waited for Hiruzen to take final decision.
"Your plan is foolish. But what will happen to our reputation ? If we attack now then the hidden sand will have another excuse to put the blame of the disappearance of the third kazekage on us. And if that happens, then the retaliation from the other villages will be even more fierce. Considering the harsh desert terrain, we will need to deploy at least half of our forces if we want to completely crush the hidden sand. And if we do that then we will be leaving our other fronts without much manpower.
What do you think ? What will happen then ? And don't forget if we don't crush the entire hidden sand then we will have to worry about suicidal attack from that front. Is it wise to spend so much resources and manpower on a barren, infertile land ? So it is impossible." Hiruzen made the final decision and blew a puff of smoke from his smoking pipe.
"What about the recent incident in our border outpost ? Are you going to just sit back when the hidden stone is already attacking us ?" Danzo aggressively asked Hiruzen.
"The hidden stone has already declared them missing Ninjas. So we will be the aggressors if we attack them now. But we cannot ignore these provocations. We will increase the security of our borders around the earth and lightning borders. It is true that the unofficial war has already started. So while it is possible we should gather as many allies as we can.
In the meantime we will send an elite team for a reconnaissance mission to the hidden sand to gather proper information. The hidden sand was just trying to blame our village and threatening us for a war to hide their own insecurity. After collecting enough information we will be able to deploy our forces accordingly." Hiruzen said, blowing another puff of smoke.
Looking at Danzo's frustrated face, Hiruzen was getting ready to have another argument with his bosom buddy. But surprisingly Danzo suddenly thought of something and calmed down.
"If that is the end of discussion, then I will take my leave." Danzo stood up, prepared to leave and scheme in darkness.
"Well, we do have to discuss another thing. The recent achievements of Chunin Usagi." Hiruzen told Danzo.
"That blonde brat who survived the recent attacks on the hidden stone ? Forget it. She is not suited for root. She will either break completely or fail to even complete the training." Danzo said with disdain.
Hearing those words, Hiruzen felt like his day had gotten even better. His mood brightened even more. But the next words from Danzo dampened his mood.
"But I will stay. I am also interested in hearing how she survived. I am also interested in her barrier techniques." Danzo sat back in his seat.
"So, what do you want to discuss ?" This time it was Koharu, who asked Hiruzen.
"These are the recent reports on her combat capabilities. As Danzo said, her personality is not suited for Anbu. I am thinking about promoting her to a Jounin….." Hiruzen said to his advisors as he let them read the reports from the Anbus who was accompanying Ushagi in her mission.
He secretly enjoyed the reaction of his advisors. He was also very shocked when he read the reports from Anbu. Ushagi's barriers have gotten strong enough to block a head on attack from five Jonins at once. And it was not a normal attack either. It was an elemental combination attack with a wide area devastation effect. It can be considered as an S ranked technique. If not for her barrier, then none of them would have survived. The attack was too fast. And none of them were fast enough to dodge it.
On top of that, using her own version of super strength and her barriers, she killed 16 shinobi alone, reducing the pressure on the Anbu shinobis a lot. She even indirectly assisted the others in taking down the other shinobi.
Although the aftermath was not that impressive considering that she cried herself to sleep, such strength cannot be ignored by anyone.
"Such a waste of talent. Her eccentric personality is already developed. Otherwise I could have grown her into a formidable weapon for the village." Danzo muttered to himself.
Hiruzen decided to ignore the comment as he pushed forward his proposal.
"So, what do you think ?"
"Considering her strength, she is indeed of the jounin ranks if not the Elite jounin. But an Elite jounin must have some qualities to lead troops. And her personality will be a problem. So Jonin rank would be appropriate." Homura said to Hiruzen.
"And about her deployment, keeping her in the village will be a waste. We can send her to the frontlines. But instead of letting her fight we should keep her in rear and give her support duties. Especially missions like protecting our supply lines. Even if she has reached this level of strength, her mental growth is not enough. The upcoming war should be able to help with that." Koharu said her suggestion.
"I have nothing to comment on this. But I suggest we demand her barrier techniques. A barrier that can be deployed without weaving through any hand seals will be invaluable to our forces." Danzo commented after thinking for a while.
Hiruzen wanted to do the same. But unfortunately those techniques were not easy to copy. And as a hidden leaf shinobi, he can't just outright demand her techniques. And even if she gives them to the village in exchange of some military merits or another jutsu, not everyone will be able to learn her techniques. Scratch that, even he himself, as a level 2 seal master struggled to understand the most basic of her barriers.

Hearing the sweet and cheerful voice, Hiruzen's expression changed immediately. He remembered that voice very well. It was none other than Usagi, their current topic of discussion. In the entire hidden leaf, she was the only one who was allowed to call him grandpa and get away without any punishment.
"Come in, Usagi chan." Hiruzen replied with an enthusiastic grandfatherly voice. He ignored the look of disgust and cringe coming from his old friends and looked towards the door expectedly.
As the door opened, he was greeted with a bright, innocent and cheerful smile of a blonde girl with Blue eyes. Her hair was straight and smooth and it was cut in her usual short style, not reaching even her shoulder. Her bright Blue eyes were reflecting her innocent nature. Despite being only 12 years old, she has already reached the height of 5 feet and 2 inches.
'Hmmm…. They have definitely grown bigger. Only a couple of weeks ago they were definitely around 92. But now they have grown to 93. I wonder if she will ever surpass her mother at 106.
After admiring her size for a good while, Hiruzen called Usagi to sit beside him, ignoring the look of disgust he was getting from Koharu and Danzo.
"Come on Usagi chan, take a seat here." The girl didn't even hesitate. She simply took the seat beside him enthusiastically.
Hiruzen's eyes remained glued to her superior genes for a while. He was really happy that his student Tsunade didn't want to pay for child support after her drunken one night stand with a man that she doesn't even remember. Of course Usagi being Tsunade's illegitimate child was a secret that only he and Tsunade knew. It was something that even his bosom buddy Danzo is not aware of. But it was fine. As long as Usagi didn't take the name of Senju and grow up as a civilian powerhouse backed up by him, the future of his Sarutobi clan will remain safe. And that is all that he needed.
"Grandpa, is there something wrong with my chest ?" Usagi's innocent question broke Hiruzen out of his thoughts. Then he realized that he hadn't taken his gaze from the superior genes of Usagi.
*Cough* *Cough*
"It is nothing." Hiruzen coughed awkwardly to disperse the atmosphere. But it was already too late. His former teammates were looking at him with disgusting eyes.
