Arthur stepped forward, offering a respectful bow.
"Hello! Welcome to our Otherworlders Ascendants Association, and thank you for assisting in the development of the Otherworlders Continent," he greeted warmly.
Each figure nodded in acknowledgment, their presence radiating authority and wisdom. Once everyone settled, Archangel Raziel began his briefing.
"The Otherworlders Continent is vast and filled with untapped potential. However, to bring order and prosperity, we must establish proper systems. Today, we gather here to discuss the formation of essential institutions that will shape the future. Our vision includes various Guilds, Academies, Production Halls, and specialized Halls for combat and magic professions."
He paused, scanning the assembly before continuing.
"Firstly, we must establish the Adventurer's Guild to regulate exploration, quests, and monster subjugation. It will provide opportunities for warriors, mages, and other combatants to hone their skills and contribute to the continent's safety."
Arcane Architect Velka, with her midnight-black hair streaked with silver strands and glowing violet eyes, spoke.
"A well-structured ranking system for adventurers is essential. We must ensure that missions are assigned according to capabilities," she suggested, her voice carrying the weight of centuries of experience.
Archangel Raziel and others nodded in agreement.
"Next, the Merchant Guild will oversee trade, commerce, and economic stability. Merchants, craftsmen, and traders will have a structured organization to protect their interests while fostering a thriving economy."
Valdrik the War God and Grand Guild Master leaned forward, his gaze sharp.
"For this to work, we must establish trade routes, currency exchange systems, and market regulations," he stated firmly.
Archangel Raziel continued, "The Alchemy Guild and Blacksmith Guild will ensure the advancement of production-based professions. These guilds will provide resources, knowledge, and rankings to support alchemists and blacksmiths in their endeavors."
Sylthara Moonveil, Supreme Alchemist of the High Elves, smiled, her robes shimmering with mystical runes.
"With proper research facilities and ingredient cultivation, the continent's alchemical knowledge will flourish," she remarked.
Thorgar Ironmaw, Grandmaster Blacksmith of the Dwarves, crossed his arms.
"And the Blacksmith Guild will need access to the finest ores and divine forges," he added gruffly.
Arthur then introduced the topic of academic institutions.
"We shall build Academies for training those who choose Production Classes. These institutions will teach the intricacies of blacksmithing, alchemy, enchantment, and other essential skills. This will ensure the development of high-quality professionals in all fields."
Saintess Seraphina Valeria, Grand Divine Artificer and Master of Sacred Relics, nodded with divine grace.
"Education is the foundation of progress. By nurturing talent, we can ensure generations of skilled artisans, scholars, and researchers."
Archangel Raziel then turned his attention to the next segment.
"We must also establish a Production Hall, where all branches of production classes can collaborate. This centralized hub will allow artisans to refine their crafts, exchange knowledge, and mass-produce vital equipment and resources."
Forge-Master Darvok, The Dwarven Artisan of Kings, stroked his beard.
"This will be the heart of innovation. A place where the greatest craftsmen and scholars will converge."
Finally, Archangel Raziel addressed the need for structured combat training.
"To properly nurture combat professionals, we must establish Mage and Warrior Halls. These halls will serve as training grounds for Mages, Priests, Summoners, Assassins, Warriors, Knights, Archers, and Beast Tamers. By providing specialized training for each profession, we will cultivate the strongest combatants and ensure the safety and expansion of the continent."
Yuki Nozomi, the Grand Beast Breeder and Nine-Tailed Fox, flicked her tail.
"Proper training is vital. We must create programs to develop warriors, mages, and even beast tamers so they reach their highest potential."
Formation Grandmaster Lirien nodded in agreement.
"With the right formation defenses, these Halls will be impenetrable to outside threats," she added.
With the plans laid out, discussions ignited, strategies were proposed, and blueprints were drawn. The legendary figures of Samsara World, the officials of the Otherworlders Ascendants Association, and the High-Ranking Angels worked together to shape the foundations of a new civilization.

Adventurers' Guild:
"A place where warriors, mages, and mercenaries shall gather to take on quests, explore the vast lands, and protect the balance of power," said Grandmaster Lirien, the Formation Expert.
Merchant Guild:
"Trade shall be the lifeblood of this continent. Merchants will require a central guild to regulate commerce, manage trade routes, and ensure economic stability," proposed Velka, the Arcane Architect.
Mercenary Guild:
"For those who fight not for honor or duty, but for coin and contract," stated Vorkath, the Warlord of Samsara, his voice carrying the weight of countless battlefields.
Alchemy Guild & Blacksmith Guild:
"No civilization can thrive without those who master the crafts of potion-making and forging. The Alchemy Guild and Blacksmith Guild shall become the pillars of innovation and strength," declared Forge-Master Darvok.
2) Formation of Academies & Production Halls;
Academies for Production Classes:
"Knowledge is the foundation of all advancement. These academies shall be dedicated to teaching and refining the skills of Alchemists, Blacksmiths, Enchanters, Tailors, and other production professions," Raziel explained.
Production Hall:
Artisan Lysara, one of the High Angels daughter of Archangel, nodded. "The Production Hall will house all branches of Production Classes, creating a central hub where craftsmen can innovate and create marvels that will shape the future."
3) Establishment of Mage & Warrior Profession Halls;
"The balance of power shall be maintained through the Mage & Warrior Halls, ensuring that combat professions develop properly," stated Archangel Raziel.
Mage Hall: A sanctuary for Mages, Priests, Summoners, and other magic-wielding professions. Here, scholars will refine spells, priests will train in divine arts, and summoners will master their mystical companions.
Warrior Hall: A bastion for Warriors, Knights, Archers. It will cultivate elite combatants, ensuring they receive proper training and guidance.
Archangel Raziel said with pondering "As for Assassins & Beast Tamer follow both Magic Circle and Aura Force Ring create special hall for them."
Finalizing the Grand Plan
Raziel looked upon the assembled figures, his golden eyes reflecting divine wisdom. "With your guidance and the will of the gods, these establishments shall serve as the pillars of civilization in this land."
The Nine Renowned Figures, the High Angels, and the leaders of the Otherworlders Ascendants Association nodded in agreement. Their task was monumental, but with cooperation and divine mandate, they would forge an enduring legacy.
And so, the Great Foundations of the Otherworlders Continent were set into motion.
